PTF SO14533 is recommended to Db2 tools to the latest CAR2012. New Feature - SYSVIEW RESTful API and Zowe CLI Plug-in SO14533.  Is this a PTF for CA DB2 Tools (which includes Sysview for DB2 z/OS)?
