Deleted user in cabi and will not repopulate

Issue/Introduction

I deleted a user in cabi to have it re-pushed down to cabi but it is not being repopulated into cabi even though I see the following in the cabi.log

Dec 08 08:21:50:232 [UserSynchronizationThread, cabi_external] Finished synchronizing users between UIM and CABI

Environment

Release : 20.3

Component : UIM - CABI

Resolution

Restart the Operator Console OC robot. Once restarted the user should get pushed over to cabi.
