Not able to Create a Budget Plan

Issue/Introduction

User cannot create budget plan. 
When submitting the cost plan of record, the following error is displayed:
All required fields must be filled.

However, all required fields are populated.

 

Environment

Release : 15.8.1

Component : CA PPM SAAS APPLICATION

Resolution

1. Submit a cost plan with the replace option.
Any merge option will give an error.
2. Created a new cost plan with the merge option.
