Issue/Introduction

Content filtering policies are not being applied to an email recipient even though the recipient appears in the Local Policy Group and Global Policy Group.

Cause

When a message recipient is a member of both a Local and Global Policy Group, the Global Policy Group is given precedence.  The effect of this is that if a policy is enabled for a Local Policy Group but not the Global Policy Group, the recipient will not have that policy applied if they are a member of both the Local Policy Group and Global Policy Group.

Resolution

Ensure that when using Global Policy Groups that policies that should be applied to the Global Policy Group have the Global Policy Group enabled for the policy.
