Content filtering policies are not being applied to an email recipient, even if the recipient is a member of both a Local Policy Group and a Global Policy Group in a policy sharing configuration.
This issue can occur in a policy sharing cluster using multiple Messaging Gateway Control Centers where both Local and Global content filtering policies are created.
In a policy sharing cluster, Global Policy Group membership takes precedence when a message recipient belongs to both a Local and a Global Policy Group. Consequently, if a specific policy is enabled for the Local Policy Group but not for the Global Policy Group, that policy will not be applied to the recipient.
When using Global Policy Groups, ensure that any policies intended to apply to members of the Global Policy Group have the Global Policy Group explicitly enabled for that policy.
