is hub 7.96 unable to authenticate user logins if central hub is on 20.10?

Issue/Introduction

I have upgraded my primary hub to 20.1 (or higher) and now my old hubs running hub 7.96 (or prior) are not able to accept user logins. 

Environment

Release : 20.1

Component : UIM - HUB

Resolution

This is expected as the underlying encryption libraries changed after 7.96.  The older hubs should be upgraded to maintain compatibility.
