Resolution

Follow these steps

--go to https://support.broadcom.com/ and log in

--click "Enterprise Software"

--click on DOWNLOADS from the top menu bar

--search for "Software Change Manager" and click on the box "SOFTWARE CHANGE MANAGER"

--for the first product in the list, change release from 13.0.3 to 14.0 and then click on the + sign in the shopping cart 

--click on CART on the top menu bar, then click on the "All files" down arrow and choose FTP or http via Browser to download
