Service Catalog - Setup Utility shows error 403 after 17.2 RU10

Issue/Introduction

After 17.2 RU10 was installed:

Installing CA Service Management 17.2.0.10

The Setup Utility tool shows the following error:

HTTP Status 403 – Forbidden

Description The server understood the request but refuses to authorize it.

Environment

Cause

On RU10, there were some security modifications made, as briefly shown on Fixed Issues list:

Fixed Issues-17.2.0.10

Particularly this defect:

DE57634 Vulnerability issue. Services are exposed to the internet.

Resolution

After RU10 is installed, the default address to access Setup Utility can't be used anymore, which is:

http://server_name:port/usm/config

Now 'localhost' must be used as:

http://localhost:port/usm/config
