RiskFabric Processing step Update LDW Core runs slowly after upgrading from 6.5.2.x

Issue/Introduction

After upgrading to either 6.5.3 or 6.5.4 from any version prior to 6.5.3, the duration of the nightly RiskFabric Processing job step Update LDW Core may significantly increase.

Cause

Beginning with 6.5.3, the stored procedure spUpdateDIMIncidentClassificationMitigationFromStatus calls the function fnLDW_GetDIMIncidentStatusMappings. This is a multiline function that is cross applied, which doesn't scale well with large datasets.

Resolution

Converting the function fnLDW_GetDIMIncidentStatusMappings to an inline function restores the stored procedure's original performance.

This fix was introduced in 6.5.4 MP1.
