Admin user can not login into portal after fresh installation

Issue/Introduction

I installed API Portal 5.0 from scratch. and I created a tenant called tenant2.

I can't login as admin user into apim.portaldomain nor into tenant2.portaldomain

I tried to reset password following this article:

but there's are  0 records in table user_info.

Release : 5.0

Component : API PORTAL

Resolution

This can occur when the  docker storage driver is not properly configured  please verifiy the daemon.json file for correct syntax 

After new deployment user 'admin' is created and I can login with default credentials.
