After installing API Portal 5.0 from scratch a tenant called tenant2 was created. The admin user is not able to login in to apim.<DOMAIN> or into tenant2.<DOMAIN>
There was an attempt to reset the password by following this article:

but there are 0 records in the user_info table.

This behavior can occur when the docker storage driver is not properly configured. Verify that the daemon.json file has the correct syntax.
