IAIN0133 Parameter group $NM USS action failed

Issue/Introduction

We have Ca-Netmaster 12.2 under z/OS 2.3 and during the Netmaster starting we are getting the messages :   

CAGLBL02 Loaded 0 Persistent Global Variables                              
SETSSI ADD,SUBNAME=NM26                                                    
IEA630I  OPERATOR ZNM26001 NOW ACTIVE,   SYSTEM=TC02    , LU=NM26          
IAIN0167 (NETMASTR) parameter group $NM USS failed. Error message follows  
IAIN0133 Parameter group $NM USS action failed, proc=$NMINWIZ RC=8         
IAIN0143 (NETMASTR) Initialization failures have occurred                  
N09703 NetMaster PRIMARY ACB NM26 NOW OPEN.

When reviewing the activity log I see the following - 

IPDI5277    Error: UNIX environment could not be established
IPDI5278    Error: UNIX OPEN failed, RC/FDBK=8/5, reason=Unix call failed
IPDI5279    Error: UNIX call failure: Call=connect, errno=129, errnojr=053B-006C

Component : CA NetMaster Network Management for SNA

Resolution

This generally occurs when Netmaster has problems communicating with USS.
If this occurs during IPL, Netmaster was likely started before USS had completed initialization.
In that case, cycling the Netmaster region will correct the problem.

At other times, please check to see if USS was having problems or was not available during Netmaster startup.

If neither of these appears to be the case, please open a case with support and supply

• SYSLOG from the timeframe of the incident
• $$SYSPRO NMIPDIAG display
