TSS0962W MAXUSER EXCEEDED started happening recently

Issue/Introduction

Recently started receiving the following messages and believe that it is being caused by a particular acid, but dont know how to prove it.

Component : CA Top Secret for z/OS

Resolution

Run a TSSUTIL REPORT EVENT(INIT) DATE(yyjjj,yyjjj) ACID(xxxxxx) for the time frame while the region was up. This generates a signon and signoff report.

The number of signons should be close to signoff. If not, the signons are being orphaned causing the MAXUSER count to constantly increase and never be reduced.

Need to determine why the user or the application is not signing off the user.
