cabi - unable to open cabi directly with superuser

Issue/Introduction

When I try to login to the cabi server directly with superuser, it appears to login, flash, and then drops back to the login prompt. As a result trying to view data in Operator Console will result in a data access error:

Update the version of Chrome.
