UIM 20.3 - OC Alarm "Edit Filters" option is GREYED out. (Resolved in UIM 20.4)

Issue/Introduction

In the three dots menu in the top right corner of OC all other settings are working but "Edit Filters" is greyed out.

 

How do I enable it?
