Why is Unload, Reload and LOAD secured via the Primary Options Menu

Issue/Introduction

The Endevor documentation shows that Unload, Reload and Load should be on the Primary options menu, these are batch only actions, is this an error?

Resolution

No, this is not an error.  Not all menu option security points refer to actual menu option.

The Unload, Reload and Load Utilities are batch functions and it does not seem logical for the options being controlled by the Primary options because one would see them as Actions.               

However, these utilities (Unload, Reload and Load) are to be considered at the Environment level as opposite to ordinary actions that apply at an Element level.

For that reason, programmatically speaking, authority to use/execute the Unload /Reload comes right after access to environments and Primary Options was the place to secure.
