While trying to upgrade CA Identity Manager 14.1 to 14.3 the CA directory upgrade throws the following error: Error 'Access is denied' even though the upgrade is executed as Administrator.

To overcome this issue when running the IM ‘installer’ it prompts you to quit and run the DXSETUP manually, taking this option the IM installer proceeds without issue.
After restarting, check everything on the Provisioning server and all components are working, then run the DXSETUP, and it works.
After upgrading to 14.0, restart the server and all components should now be upgraded and working.
