At least 50 certificates are installed in the CDS, but the AdminUI is behaving as though the CDS is empty. Restarting the policy server followed by an AdminUI restart did not change the behavior at all. The AdminUI displays the following message when attempting to view certs:
System exception trying to load keystore entries. java.io.IOException: One or more exceptions trying to commit keystore changes. Please consult the logs.

It is suspected that something went wrong while importing a new certificate via API, causing the AdminUI to be unable to display any certificate data.
When customer deleted a policy that was recently added via API, including a certificate import, the problem was resolved. As the policy in question involved a certificate, it is suspected that an aspect of that certificate was the root of the problem.
