SV: Error when Starting a Test: com.itko.jms.JMSException: Wire format negotiation timeout: peer did not send his wire format.

Seen the below error from time to time when attempt to start a test 

Error staging test: JMS Messaging problem with ServerRequestHandler for tcp://Hostname:8011/Coordinator Wire format negotiation timeout: peer did not send his wire format.; nested exception is: 
    com.itko.jms.JMSException: Wire format negotiation timeout: peer did not send his wire format.

Cause

Network

Resolution

Issue only happens when staging from a non-Azure Workstation.

Network issue.
