Using the OOTB connector between Clarity and Rally, the Clarity Timesheet page shows "The service is currently unavailable. The Broadcom SaaS Application you are currently trying to reach is currently unavailable."

This can be due to the app pointing to an old URL
If your URL has changed in Clarity, make sure the Timesheet app in Rally has been updated to include your new URL
