A user is missing the Assign button

Environment

Release : 15.5.1

Component : CA PPM SAAS APPLICATION

Cause

The user does not have rights to assign a resource to the task.

Resolution

Check if the
instance right(Project - Edit Assigned Tasks) or
global right(Project - Edit Assigned Tasks - All) 
is assigned to the affected user.
