TPX Bind error observed accessing CA View when USERMAX is enforced.

Issue/Introduction

The following error is observed when running multiple CA View images to resource balance, using  USERMAX.

Resolution

To overcome this condition, SMRT Reserve Option 18 must be turned ON.

To make this change, Select the active SMRT table.
  Select option 13.
      At the command line, type OPTIONS and press enter.
  This display's the Reserved option.
  Change   * RsvOpt 018: __   from 'N' to ' Y '.   PF3 until the table is saved.

 To activate this dynamically, 
 From TPXOPER,  ===>  RELOAD SMRT=[your-smrt-tablename]
