NCM Workflow does not work for Repair Task

Issue/Introduction

NCM workflow is enabled.  When a repair task is created it just runs.  It should be set to Waiting Approval.  Instead the task runs and completes.  

Environment

Release : 10.4.1

Component : Spectrum Core / SpectroSERVER

Cause

The workflow code was never created for the Repair task functionality.

Resolution

This is tentatively scheduled to be fixed in the January release of DX NetOps Spectrum.
