Issue/Introduction

DA just restarted, it didn't failover to the secondary, it simply restarted. 

Environment

Release : 20.2

Component : IM Reporting / Admin / Configuration

Resolution

If the Data Aggregator is still reachable when DA goes down, Consul may still use the same Data Aggregator, and not switch over to the other fault tolerant Data Aggregator. The other Data Aggregator will wait 5 mins if the status file not being updated before it attempts to take over.
