Resolution

The message is related to a system shutdown in which "Z" For END of DAY was replied.

Example:
After shutting down Top Secret security calls requiring security file access will fail with message:
TSS7100E 012 J=HANKY A=HANK724 T=T1111 F=TSO - END OF DAY.

This is not going to cause any problems, just the message.
The 'proper' solution is to re-organize the system shutdown process so that all other address spaces are stopped BEFORE TSS and JES2. All other address spaces should be completely down before stopping TSS.
