Resolution
One possible cause is the LRECL of the Delta library is too small.
If ACM is enabled, the Delta libraries must have a LRECL of 259 or greater to handle Component lists.
Recommend changing the DCB of the Delta library to -
DCB=(RECFM=VB,LRECL=259,BLKSIZE=0)
