Blueprint ID and Channel ID are getting replaced with a new ID

Issue/Introduction

When publishing a change to a blueprint, any associated channel ID's get overwritten regardless if any change was made to the channel itself. This can be seen in the BLP_EXTERNAL_APP table.

Release : 15.8.1

Component : CA PPM Studio

Resolution

This is due to the way that the versioning of the blueprints work and unfortunately, there are no plans to change this behavior.
