Work Process fail with U00029183 Missing mandatory database setting: Set the PostgreSQL "vacuum_cost_limit" setting to 10000

Issue/Introduction

When attempting to start a worker process, the following is seen:

20201015/182858.906 - U00029183 Missing mandatory database setting: Set the PostgreSQL "vacuum_cost_limit" setting to 10000.
20201015/182858.907 - U00003410 Server 'AUTOMICD#WP' version '12.3.2+hf.1.build.1584364211340' ended abnormally.

Review shows that the vacuum_cost_limit is properly set to 10000 on the Postgres DB.

Cause

Incomplete connection due to connection pool size

Resolution

If this is encountered, check the number of connected processes and if they are at the limit, increase the connection limit.
