The directory/file structure of the C:\Program Files\CA\Service Management Administration\Uninstall_CA Service Management Administration directory is incorrect.
Specifically, the Service Management Administration\Uninstall_CA Service Management and Service Management Administration\JRE directories are missing content.
Copy the contents of the above two (2) directories from a working Service Catalog install and retry the Catalog install. If this is not possible, please contact Broadcom Support for further assistance.
