The CAMIMGR started task ended with the following abend following an IPL.
When we restart the CAMIMGR after the IPL it starts OK.

The 'IGD020I SMS IS NOW ACTIVE' msg is issued after the s013 abend.
Removing the ADDLOG MIMLOG SYSOUT(F) card is a workaround
CAMIMGR starts then synchronizes. When it synchronizes - the contents of the synch member are executed and MIM posts back any address spaces that were suspended in the GRS exit, such as SMS.
The synch member contains the following command to change the SYSOUT from the default of A to F:
ADDLOG MIMLOG SYSOUT(F)
At the time this command is executed, SMS is possibly still waiting in the GRS exit and is not fully active. This caused the first error which is the S013-C8:

This appears to be a timing concern. You can see how close the timing is between the IGD020I message and the ADDLOG commands. If SMS became active first, the ADDLOG probably would have succeeded.
One of the reasons for a C8 reason code is that IEFSSREQ failed because SMS is not available.
