Not able to log into SOI. Showing UI off line but actual server is up.
The UI Dashboard page shows loading without the Dashboard data.

Component : Service Operations Insight (SOI) Manager
Manager Debug page shows Database connection Failed.
The UI Page was not loading completely, this indicate a problem with the SOI Manager.
Login to the SOI Manager Debug page, Triage tests and found there was a Database connection problem.
Go to the DB Server and found the SQL Server service was not running.
Start the SQL Server service, the manager came online without restarting any SOI services and the UI page got loaded completely.
