Error WS8099E & WS8097E on ESP REST API STC with RC 20

Issue/Introduction

We are unable to get the RestAPI to reconnect with the ESP master after moving it to another LPAR:

ESP REST API @ ://xxxxxxx:xxxxx          
WS8099E CYBWS004 ended normally, rc=20   
WS8097E Command processor init failed with rc=20

Connect to ESP Master 'ESP' failed. rc=20

Environment

Release : 12.0

Component :  ESP WORKLOAD AUTOMATION

Resolution

Module CYBWS004 needs to be APF-authorized.
