Issue/Introduction

When enabling the Top Secret administration panels in the ISPF interface, the loadlib for C Runtime Library is missing. The documentation states: The load module TSSISPF calls the CA C-Runtime r3.1 Library (FMID SF33100), part of the CA Common Services for z/OS. To use the Administration panels:

When entering TSSISPF to invoke the administration panels, nothing happens. The TSSISPF load module is in the linklist so this is not the issue. For the C Runtime library that the documentation mentions, an SMP/E feature inquiry was performed and this FMID does not show in the CSI. This appears to be part of the legacy CCS. The ISPF interface works fine on other systems.
