Can't use the MSCA on the console when it has the PROTECTED attribute with Top Secret

Issue/Introduction

If the MCSA id has the  PROTECTED attribute, you will not allow it to signon to the console.

Environment

Release : 16.0

Component : CA Top Secret for z/OS

Resolution

PROTECTED attribute removes the password from a user.

Without a password, the MSCA cant be used on the console.

Use another id or add a password to the MSCA which will remove the PROTECTED attribute.
