CA Deliver - RMOSTC not putting output into the queue

Issue/Introduction

The client found where CA Deliver was not putting output to the queue.  They noted that CA-7 was not active. 

Environment

Release : 14.0

Component : CA View

Resolution

As CA-7 was not active, no work was being submitted and run for Deliver to process.
The problem was not that Deliver was not processing work, but that there was no work for it to process until CA-7 became active.
