Issue/Introduction

A TSS CREATE(USERB) USING(USERA) PROTECTED copies the modeled USERA's password/phrase.

Per the doc, a user with PROTECTED attribute cannot have a password/phrase, then why does a TSS CREATE USING PROTECTED allow the password/phrase to be copied.
