Gen Build Tool is not displaying anything within the Profile Manager. From the Build Tool menu item Tool > Profile Manager, it is displaying a blank screen. The Build Tool still works and can compile and assemble applications, but cannot change Profile Manager settings if needed.

Close the Build Tool and remove the user.configure file from the following location (for 8.6): "%USERPROFILE%\AppData\Local\CA\Gen 8.6\cfg\buildtool"
e.g. "C:\Users\<userid>\AppData\Local\CA\Gen 8.6\cfg\buildtool"
Then restart the Build Tool which should automatically create a new user.configure file in the same location.
Note - Suggestion is to copy the existing user.configure and other profiles that might exist in this location before deleting all of them. An example of another customer/named profile is user.<named_profile>.configure.
This problem has also been reported when the users profile directory "%USERPROFILE%" is on a network drive and there has been some network security related access problem.
