Issue/Introduction
After portal 3.5 migration to 4.x some policies in comments or wsdl's may have repeating junk characters like below Ã
These seem to be a bad migration of certain chars like -
In SOAP, these junk characters are observed in wsdl section.

Resolution
Unexpected chars were from a portal 3.5 to 4.x migration. Unfortunately there is no automated way to fix this only manual. You will need to edit or remove the chars and readd assertions in a expected method.
