The path to the sradmin.exe file does not stay "fixed." When installing Spectrum 10.4, the installation path is listed as C:\Program Files\SRAdmin\sradmin.exe when it is installed. But after the server is rebooted, looking at services via services.msc and seeing the service is not running, an attempt to start the service fails because the path is listed as being C:\Program Files (x86)\SRAdmin\sradmin.exe.
Re-installing sradmin does not remediate the problem.
Any Spectrum version installed on Windows
Uninstall the SRAdmin and re-install in the C:\Program Files (x86) directory
