Status Report Delete button. What does it govern the button being present?

Issue/Introduction
Some users can see the Delete button on the Project Status Report list on the Classic UI.
What does govern the button being present on the Project Status Report list?
Cause
The user does have Status Report Edit rights
Resolution
Under the following scenarios the Delete button is present:
1. The logged in user does have Status Report Edit - All right
The Delete button is present on all projects.
2. The user does have instance level Status Report Edit rights.
On this case, the user is able to delete the Status Reports he does have edit rights for.
The Delete button is present on all projects.
3. The user does not have any Status Report Edit right (not global, not OBS, not instance level).
AND
The user has created a Status Report on a given project.
On this case, the user is able to see the Delete button only for that specific project. He is able to delete the Status Report he created, but not reports created by others.
