ITKSTC ABENDS with a SB78 on z/OS 2.2 and LOWER

Issue/Introduction

ITKSTC can abend with a SB78 reason code 4 during its starting and initialization.                                             

Cause

This only happens when running on z/OS 2.2 and lower releases, and after
installing PTF SO13652.
This happens for both a warm start and also a cold start.   

ITKSTC abends with a SB78 reason code 4.
In the JESMSGLG data set, the following messages will be seen:                                            
HPO2035E  HPOINIT  TERMINATING WITH ABEND SB78 U000                    
HPO2002I  HPO TERMINATION INITIATED                                    
HPOC009I  CA HEALTH CHECKER SUCCESSFULLY TERMINATED                    
HPO2003I  HPO TERMINATION COMPLETE        
                                                          
ITK Started Task will not be running. Provided service BMP Pause and Resume 
are also not available. Utilities like Full Function Online Reorg or others that are 
executing with parameter STCSSID= are unable to connect to ITKSTC and
will terminate.

Resolution

 
ITKSTC can abend with a SB78 reason code 4, during its starting    
and initialization. This happens for both a warm start and also a cold start.
This only happens when running on z/OS 2.2 and lower releases, and after
installing PTF SO13652.

New PTF SO14971will resolve this problem.
