Counter in Status bar inside workflow monitor shows 0 value with Oracle DB

Issue/Introduction

The status bar in the workflow monitor shows all flags 'greyed-out' rather than showing the status of tasks in nested workflows. The issue affects V12.3 on Oracle databases only.

On Postgres the status bar did sometimes only show the summary of the current workflow but did not consider sub workflows.

On MSSQL based systems the workflow monitor shows as intended:

Steps to reproduce:

On a system with Oracle as AE-DB:

* start any workflow which contains only one sub-workflow with sub-sub-workflows and tasks and observer the status bar.
* Demo-objects to be found on google drive

On MSSQL-DB this works just fine.
