The Peoplesoft agent does not start via Service Manager:

Release : 12.3

Component : AUTOMATION ENGINE

Resolution

JAVA_HOME was not set as environment variable.

The start command  can also be prefixed with the full path to the Java installation, i.e.:

C:\Program Files\Java\jdk1.8.0_221\bin\java -jar -Xrs -Xmx2048M ucxjpsx.jar

The start path itself is also not needed in the command.
