Charge Code values not available in the dropdown in Modern UX

Issue/Introduction

Steps to reproduce:

1. Go to the Modern UX
2. Open any project
3. Financially enable it
4. Create a cost plan.
5. Add a cost plan detail row and try to select a charge code

Expected Results: We are able to select a charge code.
Actual result: NO charge codes are available to be selected.
