Issue/Introduction

Summary:
If a user has access to the modern UI via “Classic PPM - Navigate” right but does not have any other UI rights, they will still see the New Roadmap button if they navigate to the Roadmaps URL

Steps To Reproduce:
1. Add “Classic PPM - Navigate” right to Basic User
2. Login as a basic user.
3. Press the “Roadmap” link

Results:
User is shown the Modern UI navigated to the Roadmaps page.  The “New Roadmap” button is displayed and nothing else is on the page.  It is expected a message such as “User does not have access to Roadmaps” would be displayed.

Resolution

If the user has rights to access the Roadmaps page, then they will see the page, which includes the button. It's like it is Read Only. The description of the Roadmap - Navigate right is:

"Allows user access to the Roadmap pages in the new user experience. The user will only be able to view information for Roadmaps to which the user has access."
