Manager for OAPP: necessary permissions for submitting jobs as non apps user

Issue/Introduction

The documentation procedure about the Required Rights / Permissions of the user used to connect to the Oracle Database of the Manager for OAPP is incorrect / inaccurate.

Additionally,we have found no way to be able to submit Jobs when compiling the packages as user other than apps.

Resolution

Should  be documented on Dollar Universe 6.10.61 which is expected in January 2021.
