Risk Model instances display potential rather than actual impact types

Issue/Introduction

On the Information Centric Analytics (ICA) Risk Model instances page, all impact types (potential and actual) are displayed even when they haven't been hit for a given Risk Model instance. This prevents the use of a filter to identify Risk Model instances by actual impact types.

As of version 6.5.4 only those impact types relevant to each Risk Model instance are displayed on both the page and in the filter.
