Upgrade for Harvest Workbench v 12.6 to v 13.0.3 is failing

Issue/Introduction

When trying to upgrade to R13.0.3 with the upgrade utility, Harvest will not start after the upgrade.  Removed the upgraded install and done new total install with R13.0.3 and same issue.

Environment

Release : 12.6

Component : CA Harvest Software Change Manager

Cause

The error message in the "C:\Users\<userid>\.cascm\workspace\metadata\.log" is

!MESSAGE Error reading configuration: E:\Program Files\CA\SCM\configuration\org.eclipse.osgi\.manager\.fileTableLock (Access is denied)

Resolution

Please make sure there is not a read-only restriction on the “E:\Program Files\CA\SCM\configuration” folder or any of its contents. Harvest needs to be able to write to this folder.
