Steps to reproduce:
1. Administration > Service Desk > Request/Incidents/Problems > Areas > Click on Area
2. General > Properties > Add property or click on existing one
3. Edit > Click on Validation Rule to select > Create new > Set name > Validation Rule Type = dropdown
4. Click on Add property value > See error
