DFSMShsm is defined as an External Data Manager (EDM).

Will DFSMShsm, as an EDM, override what is defined in scratch pool member TMOSCRxx?

No it will not.

Additional Information

As a reminder,  define any  EDM (e.g DFHSM) in the TMONSMxx tables in scratch pool management  

EDM=edmname
Specifies the EDM ID as assigned by EDM processing. This allows a scratch subpool to be assigned to a particular External Data Manager.
