Issue/Introduction

When running multiple copies of a workflow that utilize a sync, if a task is restarted from an earlier run, it may go into a 'Waiting for Sync' status instead of the expected status. 

Resolving this may cause workflows in a 'Waiting for Sync' status to not run in FIFO order.

Cause

Unnecessary re-evaluation of sync on restart

Resolution

A problem has been fixed where restarting an object that is synced but has no abend action should skip the sync check. That did not work if an other instance was 'Waiting for SYNC'.
