Unable to Run XPSConfig Program

Issue/Introduction

When we attempt to run the XPSConfig program it is failing with the following output:

[13204/140037218637632][Tue Sep 01 2020 18:46:32][XPSTools.cpp:161][CXPSTools][FATAL][sm-xpsxps-04120] Unable to initialize the XPS library.

Environment

Release : ALL

Component : SITEMINDER -POLICY SERVER

Cause

The /siteminder/config/XPS.cfg file had incorrect owner/permissions.

Resolution

Adjusting the XPS.cfg file owner/permissions to match those of the other files in the /config folder allowed the XPSConfig program to run without errors.
